Dutch Unemployment Benefits and Social Assistance
The Dutch unemployment safety net runs in two tiers. The insurance-based WW (Werkloosheidswet) is the first line; if WW runs out or you don't qualify, the means-tested bijstand (Participatiewet) guarantees a minimum standard of living. The two are administered by different agencies — WW by UWV (Employee Insurance Agency) and bijstand by your local municipality (gemeente).
WW: insurance-based unemployment benefit
- Eligibility: involuntary job loss (resigning or being dismissed for cause generally disqualifies you), at least 26 weeks of work in the previous 36 weeks (the weken-eis), and immediate registration with UWV plus an active job search.
- Duration: minimum 3 months, maximum 24 months. Each year of work history adds one month for the first 10 years, and half a month per year thereafter.
- Payment level: roughly 75% of your previous daily wage for the first two months, then about 70%. The maximum daily wage (maximumdagloon) is around €274 (2024) and adjusted yearly.
- Job-search obligation (sollicitatieplicht): typically at least 4 documented job-search activities per week, logged in the mijnUWV portal.
Bijstand: social assistance (Participatiewet)
If you don't qualify for WW or have exhausted it, you can apply through your municipality (gemeente) for bijstand.
- Eligibility: legal resident of the Netherlands, other income and assets below set thresholds (in 2024 roughly €7,575 in assets for a single person and €15,150 for a couple), aged 18 or over.
- Payment level: roughly €1,283/month net for a single person and €1,833/month net for a couple (2024). People under 22 are normally directed to studiefinanciering first, which limits bijstand eligibility.
- Repayment: bijstand is generally not a loan, but the municipality may seek recovery if your finances later improve.
What Koreans often miss
- For workers with the 30% ruling, WW may be calculated on the post-ruling taxable wage rather than gross salary, so the actual benefit can be lower than expected. Check with UWV when you start.
- Your residence permit type matters. Holders of the kennismigrant (highly skilled migrant) visa get a 3-month job-search period (zoekperiode) after losing a job; once that lapses, permit renewal can become difficult.
- Drawing bijstand can hurt later applications for permanent residence or citizenship (it interacts with naturalisation conditions), so consult IND guidance before applying.
