Dutch Child and Family Benefits
Dutch family support is a two-layer system: a universal benefit plus income-linked top-ups. Kinderbijslag (child benefit) is the universal first layer paid for every child, with kindgebonden budget (income-linked child budget) added for lower- and middle-income households. A separate childcare subsidy (kinderopvangtoeslag) reduces day-care costs.
Kinderbijslag (child benefit)
- A universal benefit paid to every household with children, distributed quarterly by SVB (Social Insurance Bank).
- 2024 quarterly amounts: about €281 per child aged 0–5, €342 per child aged 6–11, and €402 per child aged 12–17 (rates rise by age band). In other words, roughly €280–€400 per child per quarter, indexed each year.
- Paid regardless of income. With a BSN and residence registration in place, SVB typically sends you the application invitation automatically when your first child is born.
- Payment ends at age 18; older children continuing in study transition to studiefinanciering in their own name.
Kindgebonden budget (income-linked child budget)
- An additional benefit for lower- and middle-income households, paid by Belastingdienst/Toeslagen.
- 2024 figures put the benefit roughly at €2,400–€2,900 per child per year, with extra amounts for two or more children and a single-parent supplement (alleenstaande-ouderkop) for one-parent households.
- Above an income threshold the benefit phases out and eventually drops to zero.
Kinderopvangtoeslag (childcare subsidy)
- For working, studying, or actively job-seeking parents using day care (kinderdagverblijf, BSO), it covers up to roughly 96% of childcare costs (income-tested; the lowest incomes effectively get full reimbursement).
- A reform is underway to move toward near-free childcare regardless of parental income, phased in from 2025 (check government.nl for the current schedule).
What Koreans often miss
- Kindgebonden budget and kinderopvangtoeslag are not paid automatically. You apply separately on the Belastingdienst/Toeslagen site, and late applications limit retroactive payment.
- Following the so-called toeslagen-affaire (the 2019–2021 childcare benefit clawback scandal), accuracy checks have been tightened. Report changes to household income or household composition (marriage, divorce, moving house) immediately.
- Children holding only Korean citizenship are typically still eligible for kinderbijslag, provided they are registered as Dutch residents and have a BSN.
