Housing — APL, HLM, and Rent Caps
French housing support has three main strands. First, APL (Aide personnalisée au logement) and other CAF housing allowances that subsidise part of rent and housing costs. Second, HLM (Habitation à loyer modéré, social housing) run by public and semi-public operators. Third, price regulation through encadrement des loyers (rent caps) in some cities. From a Korean perspective, "rent assistance + public rental + rent ceilings" work as a single set.
Core schemes:
- APL / ALS / ALF — three forms of CAF housing allowance. Which one applies depends on the type of tenancy and household composition:
- APL — for tenants in conventioned housing (mainly HLM).
- ALS — for other tenants (commonly students and single-person households).
- ALF — for households with children or dependents.
- Calculated automatically from rent (subject to a ceiling), income, household size, and the local zone, and paid monthly to the tenant or directly to the landlord.
- HLM (social housing) — rental housing accessible based on income ceilings and household composition. A single online application (demande unique de logement social) is forwarded to multiple operators. Waiting times are long in cities, and allocation follows priority criteria (low income, family, elderly, disability, DALO, etc.).
- DALO (Droit au logement opposable) — lets specified vulnerable groups enforce a right to housing administratively or in court.
- Encadrement des loyers — in Paris and other tightly stretched areas, a reference rent (loyer de référence) is published, and new contracts and renewals must fall within a defined ± range. Households can claim back rent paid above the cap.
- Taxe foncière and secondary-residence Taxe d'habitation — owners pay land and building tax; the residence tax now applies only to secondary residences after the principal-residence phase-out.
- Energy and heating — Chèque énergie (energy voucher) and similar subsidies are run on income criteria.
Common pitfalls for newcomers:
- APL applications start right after you sign your bail and move in. Benefits are calculated from the application date with limited backdating, so delay is costly.
- The guarantor (garant) problem — for new foreign residents, this is the most common sticking point in lease applications. Check whether you can use Visale (a free guarantee run by Action Logement) or other public guarantees.
- Shared tenancies (colocation), sub-letting, and student housing (résidence étudiante, CROUS) can also be eligible for APL.
- Mon Compte CAF lets you simulate likely benefits in advance, and the same screen handles the actual application and document upload.
- Late notification of contract end or moving home can lead to clawbacks for over-payment. Update CAF, the tax administration, and your postal address together when you move.
