About the exam

"Vivre ensemble au Grand-Duché de Luxembourg" ("Living together in the Grand Duchy of Luxembourg") is the civics requirement for Luxembourg nationality. Under the Law of 8 March 2017 on Luxembourg nationality (art. 14 and 16), most applicants must either attend the 24-hour course of that name or pass the exam that covers the same content. Both routes lead to the same certificate. The course and the exam are run by the Adult Education Service (Service de la formation des adultes, SFA) of the Ministry of Education (MENJE).

The exam covers three subjects: the fundamental rights of citizens, the state and municipal institutions of the Grand Duchy, and the history of Luxembourg and European integration. It is separate from the Luxembourgish language test (Sproochentest), run by the National Institute of Languages (INLL). Most applicants need both.

Eligibility

(As of 2026; Law of 8 March 2017, as last amended on 18 December 2024)

Naturalisation (art. 14):

  • You must be an adult (18 or older)
  • At least 5 years of habitual residence and legal stay in Luxembourg. The last year before you apply must be uninterrupted
  • Pass the Sproochentest: speaking at A2 level and listening at B1 level
  • Attend the "Vivre ensemble" course or pass its exam
  • Naturalisation is refused if you made false statements or committed fraud. It is also refused if you were sentenced to 12 months or more in prison (or 24 months or more suspended) and finished serving the sentence less than 15 years before you apply

Other routes ("option", art. 23–32). Several of these also require the Sproochentest and the "Vivre ensemble" certificate:

  • Spouse of a Luxembourg citizen: both tests. If you live abroad, you must have been married for at least 3 years
  • Parent of a Luxembourg child, person who settled in Luxembourg before 18, refugee, stateless person or holder of subsidiary protection: 5 years of residence plus both tests
  • 20 years of legal residence (last year uninterrupted): only a 24-hour Luxembourgish course. No Sproochentest and no "Vivre ensemble" course or exam
  • At least 7 years of schooling in the Luxembourg public system (or a private school that follows its curriculum) and 12 months of residence: no tests
  • Other cases: a Luxembourg parent or grandparent, born in Luxembourg (from age 12, with residence conditions), volunteer soldier

Exemptions:

  • If your physical or mental health makes it impossible to learn the content, the minister can exempt you from the course and the exam (medical certificate from a specialist needed). The same applies to the Sproochentest
  • If you completed the civic training of the reception and integration contract (CAI), or the 6-hour introduction module of the "pacte citoyen", you are exempt from the history and European integration module of the course. This applies to the course only: if you choose the exam, you take the full exam

Format

  • 40 multiple-choice questions, taken on a computer
  • 10 questions on fundamental rights of citizens, 20 on state and municipal institutions, 10 on history and European integration
  • 1 hour (Grand-Ducal Regulation of 7 April 2017, art. 2)
  • The law allows multiple-choice or two-choice questions. Official sources do not say how many answer options each question has
  • Pass mark: no official source (the law, the regulation, the Ministry of Education or guichet.lu) publishes it. Preparation sites usually quote 28 correct answers out of 40 (70%). This app uses 28/40 for its practice exams. Ask the SFA to confirm
  • Languages: Luxembourgish, French, German or English (the country's administrative languages plus English). This app's questions are in French, with translations into your app language
  • Location: Esch-Belval

The course instead of the exam:

  • 24 hours in 3 modules: fundamental rights (6 h), state and municipal institutions (12 h), history and European integration (6 h)
  • You only get the certificate if you attend all 24 hours. There is no exam at the end
  • In person in Luxembourg-Hollerich, Esch-Belval and Diekirch (a site in the north is planned for the end of 2026). Online courses are also offered in English
  • Language of the course: Luxembourgish/German, French or English

Official study material:

  • By law, the Ministry of Education publishes a course programme and documentation for preparing the exam (Regulation of 7 April 2017, art. 1). It is distributed through the course website, which only opens from within Luxembourg
  • No official question bank is public. This app's questions are original practice questions on the official subjects

Test fee and naturalisation fee

(As of 2026; subject to change)

  • "Vivre ensemble" course and exam: free (art. 17 of the law)
  • Sproochentest: €75. After you file your nationality application, you can ask the Ministry of Justice to refund it (form on guichet.lu). Approved Luxembourgish courses can also be refunded, up to a set limit
  • Naturalisation application: free
  • The documents may cost money: full birth certificates, foreign criminal records, sworn translations

How to register

  1. Choose the course (24 hours of attendance) or the exam (1 hour).
  2. Register online on the SFA course website (ssl.education.lu/ve-portal). The site only opens from within Luxembourg. If you are abroad or have problems, write to [email protected].
  3. Choose a session and a language. Registration is free.
  4. Register separately for the Sproochentest on the INLL platform (MyINL).

Retake policy

  • Official sources do not say how many times you can retake the exam or whether you have to wait between attempts. Ask the SFA ([email protected])
  • If the exam does not work for you, you can attend the 24-hour course instead. The course gives the same certificate and has no exam

After passing

  1. The SFA issues the certificate "Vivre ensemble au Grand-Duché de Luxembourg".
  2. Collect the other documents: full copy of your birth certificate, copy of your valid passport, a signed biographical form (notice biographique), your authorisation for the criminal record check, foreign criminal records (from every country whose nationality you hold or held, and every country where you lived after turning 18 during the last 15 years), and your Sproochentest certificate. Documents that are not in Luxembourgish, French or German need a sworn translation.
  3. Apply in person at the civil registry office (état civil) of your commune. If your file is incomplete, you have 3 months to add the missing documents.
  4. The Minister of Justice decides by ministerial order within 8 months of receiving your file. Naturalisation takes effect immediately, and the commune's civil registrar notifies you.
  5. You can then apply for a Luxembourg identity card and passport.

Things to watch out for

  • The pass mark is not officially published. 28 out of 40 is the figure most often quoted, and this app uses it. Check with the SFA before your exam.
  • The registration website only opens from within Luxembourg. Register while you are in the country, or write to [email protected].
  • "Vivre ensemble" is only half of the requirement: you also need the Sproochentest (Luxembourgish speaking A2, listening B1), unless your route exempts you.
  • The history-module exemption (CAI or pacte citoyen) applies to the course only, not to the exam.
  • Study up-to-date material. A new Constitution came into force on 1 July 2023, and Grand Duke Guillaume succeeded Grand Duke Henri on 3 October 2025. Older brochures can be out of date.
  • This app's questions are original practice questions on the official subjects. They are not the real exam questions.
  • Unclear: the number of answer options per question and the retake rules are not officially published.

Frequently asked questions

Can I take the exam in English? Yes. The course and the exam are held in Luxembourgish, French, German or English. This app's questions are in French, with a translation into your app language.

Do I have to take the exam? No. You can attend the 24-hour course instead. Both give the same certificate. The exam saves time if you already know the content.

What if I fail? Official sources do not set a retake rule. Ask the SFA when you can sit the exam again, or attend the course instead.

Do I have to give up my current citizenship? Not under Luxembourg law: Luxembourg has allowed multiple nationality since 1 January 2009. Check whether your other country lets you keep its nationality.
