Before applying
Confirm 8+ years on a residence permit, 5 of them permanently
Hold a long-term resident's permit or permanent right of residence
Register your place of residence in the Estonian population register
Pass the Estonian B1 level exam (or confirm an exemption)
Pass the Constitution and Citizenship Act exam
Prepare proof of permanent legal income
Arrange release from your current citizenship (proof of release or that you will be released)
Claim back Estonian course fees from Harno within 3 months of passing both exams
